I've tried leaving the room and going back in, but it doesn't help. If anyone can help it would be greatly appreciated. Already completed Dragon Rising. i fiished the questline for the jarl of whiterun, and he made me thane. but i did not recieve the axe of whiterun. restarting the save before i speak t him doesnt help either.
